James Dever is an active duty U.S. Army Judge Advocate. He was the Department Chair of the Intelligence Law and Instructor Division at Army Intelligence. He previously served at the Cyber Center of Excellence. Prior to the Army, James Dever worked at Deloitte Cyber Risk Services in Rosslyn, VA. At Deloitte, he partnered with the National Institute of Standards and Technology (“NIST”) Trusted Identities in Cyberspace and Privacy Engineering programs. He also facilitated cyber security resilience protocols for Fortune 500 companies. James Dever has published multiple law review articles and book chapters on Cyber Law, International Law, and National Security Law. He has spoken about cyber issues at many venues including the Congressional Cyber Security Caucus, NATO Allied Command, The U.S.Army Judge Advocate General’s Legal Center & School, New York University Law School, and The United States Air Force Academy. He is an editorial board member on The Journal of Law and Cyber Warfare.
